Philippine Strategic Investment Green Lane: Documents to Prepare
Executive Order No. 18 established green lanes for strategic investments in the Philippines. The policy aims to coordinate government action on qualifying projects, but it is not a substitute for the permits, environmental clearances, or sector approvals that a project must lawfully obtain. Investors should first determine whether their project fits the strategic investment criteria and what approvals remain necessary.
Build a coherent project file
The Board of Investments (BOI) maintains an official page on Executive Order No. 18 and an application form. The form calls for details such as an application letter, company or project profile, corporate registration information, a list of required permits, and an authorized representative. These materials should be consistent on project location, timetable, investment size and operating entity.
For an existing corporation, the SEC certificate and latest General Information Sheet can help identify the applicant and its officers. A new investor may need to settle the company formation plan first. The applicant should also map every national and local approval, including those that depend on land use, industry, environmental impact, or foreign ownership.
Treat the green lane as coordination, not automatic approval
A green lane may assist eligible projects with coordinated processing and timelines, but each responsible agency still applies its governing law. The investor should identify which agency decides each permit and what supporting study, technical document, or public consultation is required. A project description that overstates readiness can create later delays.
Before filing, appoint one representative to maintain the document register, decision log, and responses to agency queries. That person should track the same legal entity across BOI, SEC, local government and other applications. Investors should verify the BOI’s current form and instructions because process details can change.
